Links with and for collective land titling in the town of Tumaco, Colombia

This article seeks to identify and recognize the organizational dynamics of municipality of Tumaco’s community councils, within a program of education and training in social law aimed at strengthening capacities for the exercise of governance in territories. In Colombian legislation, the community councils of Afro-descendant peoples act as authority and government for managing collectively allotted lands. The organization of community councils is rooted in regulations established by Act 70/93, Decree 1745/95, and the OIT Convention No.169. These regulations are intended to ensure the life of peoples, as well as justice, equality, knowledge, freedom, employment, and peace within the territories, while at the same time ensuring a respectful environment for ancestral cultures and integration of Afro-Colombian communities.
