El tercer sector en el proceso de implementación de la política pública frente al desplazamiento forzado y su relación con la construcción de capital social

Abstract

The growing degradation of the conflict armed Colombian has generated a growing deterioration in the conditions of life of people, families and communities that have had to recreate its projects of life starting from the development of initiatives stimulate for entities of national or international order, of government or not government character. The political authorities, design for the setting in march of public or private organisms, action programs through the denominated Public Policy, which look for through a group of decisions to solve social situations perceived as insatisfactorias or problematic. With the spirit of analyzing the context of action of the organizations of the Third Sector in the process of implementation of a Public Policy the relationship of these with the Social Capital, the present work tries to investigate aspects of Policy of the law in front of the phenomenon of the displacement in the understood period between 1995 and the 2005. Likewise, to establish the contribution of a non government organization in their setting in march and to recognize the elements of Capital Social present so much in the Policy of the law, like in the implementation process on the part of an ONG.
